looks like Paul H. just answered your question about pulling it apart.
Just remove any hoses attached to the float chamber lid, remove
the three screws on top and you can lift the lid right off.

Is could be as simple as just blowing though the fuel feed pipe to
clear the needle valve (if the float is OK). On a new/rebuild
it's is simply possible a tiny bit of crap is stuck in the needle valve.
