Ohhhh....Gotcha.  A rusty actuator rod is indeed a possibility.

Per a thread here a month ago, we determined that the OEM senders had a
'rubber band' type oring around the float to keep it quiet if it hit the
side of the tank.  I never found that on my sender when I took it apart
(must have disintegrated) but it IS in the picture of the Vicky Brit
catalogue.

So, the large rubber 'gasket' is the only one needed...
