A suggestion that may be frustrating to the perpetrator, but not damaging
(I'd strongly suggest you think twice or more about incurring actual damage,
you could find yourself in bigger trouble than your opponent, but I suspect
you know that and are just venting):

Using a small jack with a removable handle, lift the right rear tire by the
axle, just enough so it doesn't make contact with the pavement. It is very
hard to notice anything unusual in that state, especially if you aren't
looking for it. Assuming the car doesn't have limited slip, it won't go. And
the driver will likely have a bit of trouble determining the problem,
inversely proportionate to the amount of mechanical aptitude he/she has.
When the problem is discovered they will likely have a hard time rectifying
it unless they have a similar jack or an object suitable for a handle.

BTW, I've seen this done before with expected results.
