>From what you say about your new unit, you have two options. 

1. Your new regulator is faulty. 
2. Your field coil is broke, and your old unit is faulty. 
I suspect the latter. 

To test for this check the resistance of your field coil.  High
resisteance is not good, and it's broken, low is good.  It however might
not be 0 Ohms.
