I think you've hit it on the nail.  His shop rate is $50/hr, and he
mentioned he'd have to make a jig of some sort for the lathe work.  I've
seen costs quoted as low as $35 for this work, which is why I was surprised.

Maybe its time to bring out the Dremel ; ^ )
