Howdy,
          As I interpret the rules, in "H" 1.0 liter to 1.5 liter class, 
would mean a max of 92.000 c.i. "G" would start at 92.001.  As to the 
cooling of a block before measuring, well, it ain't in the rule book saying 
you can't........so it should be OK......so long as the block measures LESS 
than the next class size. but if it were my record he was up against, I 
would request that the block be measured where the rings stop at the top of 
the cylinder, not just the top of the cylinder....
