Okay, here's an example.  The rear toe on an Omni GLH is specified in the 
factory shop manual to be adjustible by means of shims.  This allows the car 
to achieve toe out beyond factory specs by factory authorized means.  A Honda 
Civic ('84-7) has no such adjustment mechanism according to Honda, though 
shims exist for the purpose of maintaining factory alignment.  Honda says 
"replace parts until correct alignment is acheived."  This allowance would 
let the owners of this car get the rear end within factory specs without 
replacing axle assemblies.

Yes, there will be suspensions where in addition to this allowance there will 
be either offset bushings or camber plates used for suspension adjustment.  
That's where enforcement will be more difficult.

Go ahead and wordsmith it, and submit your better wording to the SEB.
