Pat,
If it is indeed the throttle by-pass valve, you have a series CDSE carb,
specifically designed to meet exhaust emission standards.  The valve limits
the manifold depression which occurs when the engine is in the over-run
condition.  It (the valve) is preset and cannot be adjusted.  If you
determine that that is what it is, (all of the emission devices are
assemblies externally mounted on the carb body), let me know and I'll send
you one -- for the price of postage.
