This is entirely correct, as anyone can find by disassembling one of these
devices. 

There is a piston internal to the PDWA, normally centered. When a pressure
difference occurs, the piston will move to an off-center position, causing
the centre contact to connect to ground. Unless there is an internal leak,
the piston will not interfere with the hydraulic pressure in any of the
two circuits.

I would strongly advice against disconnecting the PDWA, it serves as a
very useful warning against hydraulic leaks. Changing the hydraulic fluid
regularily would normally ensure that there will be little problem with
it.
