No. For the siz cylinder engine, it should be better than 40 PSI at 2000
RPM under any circumstance, including when the engine is really HOT, i.e. 
having being driven hard for a reasonable length of time. 

Ignore the idle rating, it isn't important. As long as there are SOME
pressure. Yes, a new and tight engine will have higher readings at idle
then a loose engine. But there is really nothing more to it - if it can
deliver 40 PSI at 2000 RPM it isn't too loose - it's probably a better 
engine being able to deliver more horses due to reduced frictional losses.
