At least one scenario where there is an advantage to running the fan with
the engine off : It helps cool the carburetor float bowl(s), thereby
reducing percolation due to heat soak. (Heat conducted to the carbs from the
engine can make the fuel in the bowls boil.  Old cars run on modern fuel
tend to have more trouble with this, as today's gasoline/petrol has a lower
boiling point than 1950's fuel.)
