The pumps are usually 3,4, or 5 stage. There is only one pressure stage all
the others are devoted to savaging. The scavenge volume is always greater
than the pressure volume. In addition, "most" applications can vary the rpm
ratio between the engine and pump to vary the output volume as dictated by

I'd make is that if the scavenge pump is sucking against a partial vacuum it
may pump so little that it can't keep up with the oil demands of the
pressure pump at high speeds.
