I don't think it's accurate or appropriate to use an epithet like 
"freeloader".  If the local SCCA club offers entries to non-club members 
for the price of admission and a work assignment, then people are doing 
nothing wrong by accepting that offer.  If there are other strings 
attached then make them clearly visible.
