I think you are confusing heat quality and heat quantity.  Moving the water 
through the radiator more slowly will result in a higher temperature change in 
the water passing through but since there is less water moving through it 
doesn't mean less heat is being extracted.  My assertion is that since the 
water 
near the outlet is cooler it imparts less heat into the air stream at that 
point.  Or another way to look at it, since the average temperature of the 
water 
is less there is less heat transfer.

The concept that water moving too fast through the radiator will result in 
less cooling is an urban myth.
