I might suggest it may be easier on the newbie to line up in a class he
has no hope of being competitive in, at least he has an easy excuse. If
he was automatically classed in like cars, he will be 10+ seconds back
with only his driving to blame.

I don't see it as frustrating I guess. You run SP, so what? In either
case you are going to be trophy fodder. When you get better, and you
want to get serious, then follow the rules. Now if you want to debate
about the impact of rules on those who are serious, then that is a
different issue. But newbies? The best thing you can do is be supportive
and helpful. It will cause far more retention than any class structure
changes will. IMHO.

If someone leaves because he was not competitive in his first event,
perhaps the problem is not the system or the class. I don't get this
mindset. My goal at my second event was to not be DFL..or at least not
by too much. I knew I had tons to learn. And by the way, my rims were
illegal for the first two years. No one cared.

Having been on the other end of a situation just like yours, but it went
a bit differently.

Me: "hey, you know, you car is technically not legal in CS. I don't
care, and I doubt any of your class cares, but I wanted you to know. You
need to have the foglights installed to be legal. May only matter if you
run nationally"

Him: "Okay"

And this was at a Tour. At a local event, I could care even less.
Perhaps your reg just needed to lighten up. 

As has been discussed many times, a local region/event is free to make
there own classes. There is nothing stopping anyone if a region wants
it. But, lets not screw up the national classes to make sure some newbie
does not have his ego bruised because he did not win a trophy at his
first event.
