I would not depend on it.  You should use a grinder to clean "tack 
spots" on the inner  box (sill) and matching points on the outer (rocker 
panel) sill.  Then use the adhesive generously on those points. Don't 
overlook where the new rocker attaches to the door posts.   If you 
spread the adhesive to fully cover the spots on both  parts, you should 
get complete  rust protection as well as good adhesion.  Keep in mind, 
that for the glues, you must clamp the parts for some time.  Read the 
labels.
