Hi,

"doesn't turn" means "doesn't turn". Not "slight dragging". If there's a
lot of dragging before the brake drum won't turn (e.g. you have to turn
the adjster 4 or 5 clicks before the drum won't turn anymore) then maybe
you need to check the drum for an out of round condition.

The point about the 3 clicks on the hand brake is also a good point.
Without doing this, the wheel cylinder might not be centered, so you get a
false initial adjustment point. This will throw the whole adjustment off.
