I disagree.  As the outside wheel is pushed up into the fender by body roll,
the swaybar will pull up on the inside (unweighted) wheel; for it to let the
inside wheel drop it would have to twist (one end up the other down) which
is exactly what it's designed NOT to do by virtue of its shape and mounting
points.

There can be a negative effect on handling at the extremes, though.  If you
have too stiff a swaybar, the inner wheel can be lifted off the ground
(watch 911's and 914's at the front or GTI's and Hondas at the rear).  When
an inside tire's held off the ground by the swaybar, it ain't helping steer
or brake, and that usually takes the outside wheel (that is on the ground)
beyond its performance envelope so it loses adhesion.
