Because the original Smiths thermostat was an aneroid type, with a bellows full
of gas that expanded when warm (and opened the thermostat).  The cooling system
pressure was not applied to the inside of the bellows, so the gas would have to
get hotter to overcome the cooling system pressure as well as the spring
pressure.
