There is absolutely no rule that allows this.  Patently illegal.

Would I be allowed to run an Audi Quattro on some rainy day in CM, and
kick butt?  I'd be bumping to a "faster" class.

It's not legal.  Rocky is right.  I'll accept your definition of
competing, but someone who shows up all season with no competition
deserves some recognition.  If he chooses to see it as shallow and
meaningless, then he doesn't have to display it.  He deserves the
option.
