There are a couple of excellent penetrants on the market.  These are
worlds beyond WD 40.
KROIL
from Kano Laboratories (In TN I believe)
and 
Lugbuster from GLO industries.

I have used lugbuster it is pretty good and not very expensive.  I have
heard great things about Kroil
