I don't know... I guess that is like saying we can change only the front 
shocks, but not the rear shocks. No... I don't want to lose our Shock rule... 
But to say "Only" the front bar is outdated.  Either Change the rule to 
"Change only 'ONE' of the bars, whether front or rear"  Or change the rule to 
No SwayBar Change at all.  Seems like a reasonable request to me.
