The text of the rule isn't controversial, the existence of the rule is.
But it hasn't been a problem very much or very often, and it has certainly
paid great dividends in instructor availability.
I'm still trying to figure out the SD rules; as best I can tell, if I
bring a novice friend to an event, I can't ride with them if they enter
Novice class (because only official instructors are permitted in Novice
class), but I can if they enter Open class (where any passenger is allowed
if it's a time-only run). To be an official instructor you have to have
been competing as a member of one of the local car clubs for two years,
plus some other criteria.
I guess I'll figure it out eventually.
