RE: Resetting odometer question

All this banter has me wondering.  Say it is 1978.  My speedo quit working.
Could I buy a new speedo at the local BL/Triumph Dealer?  If so, the mileage
is now incorrect (at 0 miles), what do I do?  Is this illegal?

Or...

I am restoring my wrecked <any year> <any make> car and put in a junkyard
dash/speedo.  The mileage is now incorrect.  What do I do?  Is this illegal?
