It isn't, and you do nothing.   Your dealer has reset the new speedo to 
be as close to the true mileage as possible.

That is the question here, of course.  I don't know the answer for the 
UK, much less each of the 50 states of the US.   Ask the competent 
authority (DVLC/DMV).

I suspect it probably is, but I really don't know what the hell else you 
are supposed to do (and it probably varies from State to State).
