Thanks for all the responses.  It seems each region is different, in the
CSCC region it appears it works like this:

-regional dues = $25
-the $25 goes to SCCA, then to the regional office of record
-for the CSCC region, the regional office is for road racing only. 
Rally and Solo2 are completely independent, not co-mingled, the Rally
and Solo treasuries never even report $ numbers back to the "regional
road race office".
-my $25 gets me a copy of the "CSCC News" a newsletter by road racers,
for road racers.  The Rally and Solo2 groups have their own newsletters.
-once a year the Solo2 group puts on an event on the Buttonwillow road
race track, if I recall correctly the Solo2 group has to rent the track
time from the road racers (CSCC road racers own the track).

It appears Solo2 does subsidize road racing in the CSCC region.
