I thought flashing the lights was the universal way of indicating to
some idiot in the passing or fast lane of a multi-lane road that you are
moving faster than they are and they should move over.

Where I live we have lots of such multi-lane roads where there are
numerous signs indicating "slower traffic keep right" (we drive on the
right side of the road) but it is amazing how many clods either:
1. do not look in their rear view mirrors to see what is going on behind
them, or
2. feel that if they are driving in the fast lane they have no
responsibility to let faster traffic through.

Needless to say this behavior is more than mildly irritating.

As for getting a ticket for flashing the lights - I can't believe this!
As if the speed traps weren't bad enough on their own. Talk about
rubbing salt in the wound...
